I once worked in an organisation that didn't believe in using systems. They thought that putting things down in writing and getting everyone to follow precise procedures was only necessary for a few legally-required functions, such as Accounts and Employment law. Everything else needed the input and control of managers. That's what they were there for and why they received large pay packets. The result, at the time, was a busy yet stressful, chaotic, and manic workplace. Only a handful of people got to take the decisions while the rest had to do what they were told. There was no consistency, no rhyme or reason and, some years later, no business.

Whatever anyone says, the systems approach is the route to real management success.
